This refuge derived its unique name from the reference of the North and South Creeks intersecting at the midpoint of the refuge. The refuge lies within the floodplain of the Cumberland River, which is now known as Lake Barkley. The primary purpose of the refuge is to provide feeding and resting habitat for migratory birds. The refuge spans over 8,862 acres, and according to the US Fish and Wildlife Service, at peak population times for waterfowl, the refuge will average 35,000 birds per day with numbers that may exceed 80,000 during extremely cold weather. Traditionally, the refuge has held up to 10 of the total black duck population wintering in the Mississippi Flyway. The main goal of the Wildlife Refuge is to continue the emphasis on managing habitat for waterfowl.
